“Il mercato fotovoltaico italiano continuerà a crescere in modo sostenibile anche negli anni futuri – dichiara Natalizia – contribuendo in modo sostanziale alla ripresa economica del nostro paese, rendendolo più indipendente dalle importazioni energy, increasing the number of employees throughout the chain, leading to a substantial balance between costs and benefits for the country system. "
serves the support of institutions and dialogue between all actors
GIFI-ANIE asked the institutions to ensure adequate support for the PV industry along the supply chain to ensure even greater national energy security. "Our aim - said Christmas - is to involve all stakeholders in the PV in a process of dialogue leading to the definition of common path towards market stability and independence by allowing public incentives to the domestic industry to seize the opportunities that open market in the world from the Mediterranean. "
Sustainable growth requires a number of conditions
The forecasts made by the Group (representing companies active in Italy in PV), are based "on legislative requirements, standards and technology to be guaranteed: the right incentives for each segment market to full competition; homogeneity in the territory of authorization procedures, appropriate policy development of electric transmission and distribution infrastructure and smart-grid, priority dispatching of photovoltaic energy in network training and certification of installers.
From
Gifi-Anie Guidelines programmatic
To this end, the new Steering Committee GIFI-ANIE published a document which aims to support sustainable deployment of solar PV in Italy, according to the Guidelines programmatic steps below:
1) solar photovoltaic needs appropriate incentive mechanisms to achieve full competitiveness with other renewable energy sources or not. The state of full competitiveness will be achieved with current estimates in a time frame of between 5 and 10 years and differentiated by size of plant and type of application;
2) the mechanisms based on remuneration Energy prodotta (anche detti “feed in tariff” o “in conto energia”) si sono dimostrati i più adeguati in quanto sono proporzionati all’effettiva produzione dell’impianto e pertanto favoriscono lo sviluppo di tecnologie al miglior rapporto prestazioni/costi. L’incentivo deve essere tale da garantire una remunerazione del capitale investito adeguata e comparabile con i ritorni di investimenti analoghi in campo energetico. Le risorse necessarie all'incentivazione devono restare a carico della bolletta elettrica e non della fiscalità generale. Qualsiasi limite sulla potenza installabile (annuale o cumulata) vanificherebbe gli sforzi e gli investimenti sinora sostenuti impedendo lo sviluppo dell'industria nazionale and the achievement of full competitiveness and national targets for renewable sources by 2020;
3) the incentive mechanisms have to be matched with national and local policies simplify all administrative procedures related to authorization, implementation, network connection, operation and end of life disposal facilities;
4) the solar PV will in future be given the priority dispatching on the electricity grid;
5) accomplishments aimed at ' consumption of energy produced and placed on roofs and on the facades of buildings represent the ideal application of solar photovoltaic (Distributed generation) and therefore be more sustainable. Nevertheless be considered acceptable generation facilities located on land provided made downstream of a careful study of implantation in the existing landscape and focus on the areas of industrial and commercial vocation and territories already compromised by other human activities;
6) in 'scope of works on buildings, the works in which the photovoltaic component is integrated into a component of the building (BIPV) will be more privileged and encouraged through incentives and administrative simplifications;
7) any restriction, limitation or character preferably should be placed at photovoltaic components and labor on the basis of country of origin or production, except those related to safety criteria for the installation firms, users of facilities and citizens in general as well as quality;
8) 's domestic industry along the value chain must be properly supported in accordance with the international rules of competition, to make permanent at least 50% of incentives paid in income are distributed to companies operating in the country;
9) solar photovoltaic can and must achieve by 2020 a share of meeting the electricity needs for an Italian percentage between 5% and 10% dei consumi annui ;
10) la generazione di energia elettrica da fonte fotovoltaica deve essere abbinata sempre ad azioni di recupero di efficienza negli usi finali dell’energia .
